Executives must devote much of their time to understanding numerous new regulations and programs in managing the workforce of the next millenium. The environment in which they must operate is fraught with complexity and confusion.

This book is primarily the result of my experience of over 30 years working with park, recreation, and leisure service organizations in the United States, Europe, Japan, China, Korea, and South Africa. During these three decades, I have conducted numerous workshops and seminars, programs evaluations, needs assessments, and organizational evaluations, and I have paid particular attention to the thoughts and concerns of the manager in the field. The topics addressed in this book reflect much of what they have told me.
